The Fight To Find The Disappeared In Restive Balochistan.

Life was always tough for Seema Baloch. As an ethnic Baluch woman, her family endured insecurity, neglect, and extreme poverty in their homeland in Pakistan's southwestern province of Balochistan.
But it was the sudden disappearance of her brother, Shabbir Baloch, two years ago that forced Seema to abandon her rural home in Balochistan's remote Turbat district and join the protests in Pakistan’s major cities.
Seema, in her 20s, and her sister-in-law, Zarina Baloch, have helped organize rallies on the bustling roads of the southern port city of Karachi. The family has knocked on the doors of courts, police stations, and a government office tasked with finding disappeared people.
But nothing helped to locate Shabbir, who was 24 when he was detained by the security forces in the town of Gwarkop in October 2016, according to global rights watchdog Amnesty International. In November Seema joined other Baluch families in a protest outside the press club in Quetta, the dusty teeming capital of Balochistan. Seema says she is on an indefinite hunger strike to force authorities to find or release her brother.
“Our family is devastated," she says. "Shabbir was the eldest among our siblings, and he was the hope of my parents. Now my elderly parents and his wife are broken without him.”
Seema's mother is bedridden with a protracted illness while her father has been hospitalized for surgery.
Zarina Baloch says her husband's only crime appears to be his role as a leader of the pro-separatist Baloch Students Organization (BSO Azad faction). "He was blindfolded and whisked away by force along with 26 other people," she said of his disappearance in 2016. "After a few days most of them were released, but Shabbir never returned."
Seema and Zarina's family is prominent among the relatives of alleged victims of enforced disappearances that are engaged in a new protest campaign to prompt authorities to locate disappeared persons in Balochistan, where thousands have died and disappeared amid a simmering separatist insurgency.

دی بلوچستان پوسٹ نیوز ڈیسک رپورٹ کے مطابق بلوچستان حکومت کی جانب سے تعلیمی ایمرجنسی کے اعلانات کے دعوؤں کے باوجود حکومت کے زیر نگرانی چلنے والے ایک ہزار 800 پرائمری، مڈل اور ہائی اسکولوں کے غیر فعال ہونے کا انکشاف ہوا ہے۔
محکمہ تعلیم کی حاصل
ہونے والی دستاویز میں انکشاف ہوا کہ اس وقت صوبے میں 2 ہزار 200 اسکولوں کی چھتیں ہی نہیں ہیں جبکہ 5 ہزار پرائمری اسکولز ایسے ہیں جہاں صرف ایک استاد موجود ہے ۔
صوبے میں پرائمری، مڈل اور ہائی اسکولوں کی کل تعداد 13 ہزار سے زائد ہے جبکہ صوبائی حکومت ہر بچے کو تعلیم کے زیور سے آراستہ کرنے کے لیے پہلے ہی ایمرجنسی اور آرٹیکل 25 ‘اے’ کے اطلاق کا اعلان کرچکی ہے تاہم اس کے باوجود بچوں کے بڑی تعداد اسکولوں سے باہر ہے ۔
سیکریٹری تعلیم بلوچستان طیب لہڑی نے میڈیا نمائندوں سے بات کرتے ہوئے بتایا کہ اس وقت 10 لاکھ سے زائد بچے اسکولوں سے باہر ہیں۔
انہوں نے دعویٰ کیا کہ صوبائی حکومت نے تعلیم کی صورتحال کو بہتر بنانے کے لیے مستقل طور پر غیر حاضر رہنے والے اور گھوسٹ اساتذہ کے خلاف کریک ڈاؤن کا آغاز کردیا ہے۔ہم 179 اساتذہ کو معطل کرچکے ہیں جبکہ 97 کے خلاف انکوائریوں کا حکم اور 82 کو شوکاز نوٹسز جاری کیے جاچکے ہیں۔
دستاویز سے مزید انکشاف ہوا کہ صوبائی محکمہ تعلیم گزشتہ تین سال کے دوران مستقل غیر حاضر رہنے والے اساتذہ کی تنخواہوں سے 14 کروڑ 10 لاکھ روپے سے زائد کی کٹوتی بھی کر چکا ہے ۔
بلوچستان میں تعلیمی نظام میں بہتری کے لیے صوبائی کابینہ پہلے ہی ‘بلوچستان ایجوکیشن ایسِنشل سروسز ایکٹ 2018’ منظور کر چکی ہے، جس کے تحت ٹیچرز پر ہڑتال کرنے، کلاس رومز کو لاک کرنے اور حقوق کے لیے اکسانے پر پابندی عائد کی گئی تھی تاہم اساتذہ نے حکومت کے اس اقدام کی پروزور مذمت کی اور اسے آئین اور بنیادی انسانی حقوق کی خلاف ورزی قرار دیا اساتذہ نے تعلیم کو لازمی سروس قرار دینے کا فیصلہ واپس لینے پر حکومت کو مجبور کرنے کے لیے احتجاجی مہم شروع کرنے کا بھی عندیہ دیا۔

Asad Umar was praising China-Pakistan nexus and ‘counting’ CPEC’s economic benefits when the Hardtalk show host Stephen Sackur reminded of attacks on CPEC related projects by Baloch fighters saying, ‘it is a little bit embarrassing that at the time you were taking delegate from more than twenty countries to look at the potential of all of these projects, gunmen shot dead three workers, injured five others and that was the fourth fatal shooting in the area in just a few short months. The security situation, the degree of insecurity around that region and the anger that I have referred to that is generated among some by what is happening that is a real threat to stability in Balochistan.
The Pakistan minister tried to brush away the embarrassment saying, ‘this not the anger of the Baloch of Balochistan, these activities of sponsored terrorists who receive training, funding and material funding from outside Pakistan and is there as serious attempt to destabilise Balochistan and through that try and subvert CPEC? Of course, there is. There is concerted effort to do that, so there no disagreement there.’
The BBC journalist interrupted him and asked about the external forces to which the Pakistani minister spew venom against India by saying, ‘Lead by India of course. So, is there a terrorist intervention in Balochistan? Absolutely yes, what the people of Balochistan thought, that has been expressed through the free will of those people by electing a government of Balochistan which stands by CPEC which wants greater engagement of CPEC in their province.’
It is pertinent to remind our readers that on 31 October 2018 armed men attacked the personnel of a construction company in Gunz area of Jiwani about 80km from the port city of Gwadar.
The deceased were reportedly working on a CPEC related housing scheme.
The spokesperson of the Baloch Liberation Army (BLA), Azad Baloch, had called media sources and accepted responsibility for Gwadar attack.
Azad Baloch had said that China and Pakistan were building around seventy (70) housing schemes under the exploitative China-Pakistan Economic Corridor (CPEC) project to colonise the Baloch land. ‘The site attacked today was part of CPEC project’, he added.
The BLA spokesperson had also said that Pakistan organised a conference of twenty-six countries in the name of ‘Asian Parliamentarian Assembly – APA’ in its attempt assert the legality of its illegal occupation in Balochistan.
‘Today’s attack is a clear message to China and all other countries that Balochistan is an occupied territory. We warn China to halt working on all the projects including a planned naval base in Jiwani Balochistan. The BLA will continue to resist against the occupation of Baloch Ocean and coastal belt, Azad Baloch said.
There is a growing anger against China-Pakistan nexus in Balochistan and the pro-freedom Baloch armed groups and political parties have often accused China of being complicit of Pakistan’s genocidal policies against Baloch people.
On the international level, all Baloch political parties including the Baloch National Movement, the Baloch Republican Party and the Free Balochistan Movement continue their peaceful protests against China in different countries. The Hyrbyair Marri led Free Balochistan Movement (FBM) has been at the forefront of campaigning against China’s exploitative policies in Balochistan. It has organised at least two – one-week – sit-in protest against China in London and simultaneous co-ordinated world-wide protests in America, Germany, Canada, Netherlands and other countries.

Pakistani military have abducted and killed thousands of innocent Baloch including women children since it occupied sovereign state of Baloch, against the will of Baloch nation, in 1948. The occupying state atrocities continue unabated even today.

Over the years Pakistani forces attacked several civilian populations in different areas of Balochistan. two weeks ago Pakistan Paramilitary forces and military abducted around 28 women and their children during their vicious attacks against Baloch civilians indeiffrent area   of  Balochistan. The whereabouts of these women and children remain unknown after many days of their abduction by Pakistani forces.

To highlight this heinous crime of Pakistan state Baloch pro-freedom activists are organising a protest demonstration as part of ‪#SaveBalochmissingpersons campaign on 10 december

Human Rights Obligations Being a Human right lawyer I always read the articles Of I. A Rahman and Reema Omar. Today there appeared an article of I. A Rahman titled "Human Rights Obligations" the article of learned author and champion of human rights reveals that in one way or another Pakistan is an Irresponsible country, in particular, does not bother whatsoever it made commitments with the members states of United Nations.The UN working group reiterated its previous calls that the crime of enforced disappearance be expressly included in Pakistan's criminal code. This is deplorable as Pakistan had accepted a recommendation made during its, 2012 Universal Periodic Review to make the seriousness of the crimes do not communicate.But regrettably Pakistan has not fulfilled its pledged commitment. In previous year it made commitments but none was fulfilled by it,which reveals its immaturity and irresponsibility among the civilised countries.It would not be out of place to mention here that Pakistan is totally ignoring those Human rights which are enshrined in its constitution, and the international instruments which it has ratified and singed, notable examples are International Covenant on Civil and Political Rights, International Covenant on Economic, Social and Cultural Rights, Convention against Torture and other Cruel, Inhumane or Degrading Treatment or Punishment. And so forth and so on. Whereas during ratifying the aforesaid international instruments Pakistan as a state party has ensured the international states community it is bound to protect and promote all those rights which are enshrined, in the instruments, in its territory. As we observed that the most vulnerable individual and members of the nationalities are being deprived and abridged from their inherent human rights and dignity . To proceed for implementation of laws related with fundament rights for better future of men and nation the members of parliament and provincial assemblies of the state have to play vital and positive role for the Protection and promotion of civil liberties and they are required to feel necessity to incorporate the provisions of the international instruments in constitution or separately to legislate in the interest of their peoples. It's ironic in the political entrenched culture of Pakistan the parliamentarians often selected through manipulation of the security establishment, conditionally that parliamentarians will protect and promote the interests of the security establishment, instead of people, which tentamounts to put the cart before the horse.
In the same vain of thinking, the judiciary is deviating from its constitutional obligations, precisely because according to settled principle of constitutionalism, it's the judiciary to jealousy safeguard and protect the fundamental rights and basic freedoms of the citizens, which are enshrined in the constitution.

Generally speaking is that the fundamental rights and basic freedoms are enshrined in the constitution of Pakistan, but the judiciary due to fears, and its personal interest and gains, and lack of commitment is totally failed to enforce the related provisions of the constitution in accordance with its mandate.
Prima fecie Pakistan is a security and strocrat state, there is no Supremacy of constitution, rule of law and independence of judiciary. Ipso facto all organs of the state are subordinate to security establishment, each head of organ of state are wanted to please the security establishment including parliament and judiciary (prime Minister and Chief Justice) of the country, which is absolutely against the norms and spirit of the parliamentary democracy.
It is now high time the intelligentsia , jurists, lawyers, and politicians have courageously, honestly and frankly inform and tell the world community, especially to UNO that Pakistan to be declared as a strocrat Country and to be included in the list of astrocracy instead of democracy. To call Pakistan a democratic country it is mockery with democracy.
